We present a model that characterizes how\, departing from sector idiosyncratic policy shocks\, the structure of the global production network is able to generate sizeable fluctuations on aggregate output and emissions. We depart from a stream of literature that uses network structures in the framework of general equilibrium models in order to characterize the microeconomic origins of aggregate fluctuations. We extend previous models in order to\, among other features\, include carbon taxation and accommodate the structure of an environmental multi-regional input-output database. We provide an empirical representation of the different network effects that play a role in spreading globally the effects of carbon taxation. We are able to identify a very small set of sectors that possesses most of the emissions reduction potential. We examine how new roads (or the modernization of existing ones) change the spatial equilibrium of agriculture\, modify trade opportunities and cause deforestation. We quantify the model using a novel data-set combining agricultural census data and satellite-data on both forest cover and road networks. We find that a decrease in transport costs by 10% between the states of the so-called “arc of deforestation” and the closest international port increases deforestation by approximately 4% in this region. Evidence from Bangladesh \n \nExtract\nThis paper examines how subjective perceptions of climate change of rural households in Bangladesh influence their irrigation adaptive decisions. Using a unique national-representative panel dataset of farmers in Bangladesh\, I study the effect of subjective perceptions on the use of different types of irrigation in diverse growing seasons. I formalize a theoretical framework in which subjective perceptions depend on the reference environment agents are exposed to\, and test the implications. I also define and empirically validate the hypothesis that farmers are subject to availability bias\, finding that self-reported recent drought events lead to overreaction in the use of irrigation on the cultivable land\, with the effect vanishing after one period. By comparing farmers’ recollection of self-reported drought events and objectively recorded events\, I find that the accuracy of farmers explains differences in the irrigation adaptive decisions\, with different reactions to under and overestimation of these events. DESCRIPTION:Speaker \nJohanna Choumert-Nkolo\,Head of Research at EDI Global \nTitle  \nInternal Migration and Energy Poverty in South Africa \nAuthors: Johanna Choumert-Nkolo and Leonard Le Roux (Sciences Po & University of Cape Town) \nAbstract\n \nDespite recent progress\, energy poverty remains pervasive in Sub-Saharan Africa (SSA). This challenge is generally more severe in rural areas. However\, rapid urbanization adds a significant challenge to often under-capacitated urban local authorities that struggle to provide services to new urban dwellers. In the case of South Africa and other SSA countries\, this has resulted in a proliferation of under-serviced informal urban settlements on the urban periphery\, where a lack of energy access is compounded by a lack of access to other services and job opportunities\, resulting in sites of concentrated and multidimensional deprivation. This paper presents the first analysis of the relationship between rural-urban migration and energy poverty in South Africa\, and to the authors’ knowledge in Africa\, using a nationally representative panel dataset. Using a difference in differences approach\, energy poverty changes for both migrants and non-migrants is tracked over a ten-year period. It is found that\, on average\, moving to urban areas results in reductions in energy poverty for migrants themselves\, with especially dramatic reductions in the use of traditional cooking fuels. DESCRIPTION:Webinar in English. \nSummary \nEnergy storage is a unique power-system asset\, in that it can provide services that are functionally similar to those that are provided by generation\, transmission\, and distribution assets and act as a load. Most of our market designs and regulatory constructs assume that assets primarily fall into one of these categories. This talk will introduce the challenges that are raised by this dichotomy between the capabilities of energy storage and the regulatory and market treatment of power-system assets. It will discuss also the potential use of storage-capacity rights as a way of overcoming these challenges. \nThe presenter \nRamteen Sioshansi is a Professor in and Associate Department Chair of Department of Integrated Systems Engineering and an associate fellow in Center for Automotive Research at The Ohio State University. His research focuses on the integration of advanced energy technologies\, including renewables\, energy storage\, and electric transportation\, into energy systems. He works also in energy policy and electricity market design\, especially as they pertain to advanced energy technologies. He served three two-year terms on Electricity Advisory Committee\, a federal advisory committee to U.S. Secretary of Energy\, and chaired its Energy Storage (Technologies) Subcommittee. He is an IEEE Fellow. \nThis event will  take place at IFP School on September 8th at 5:00pm. DESCRIPTION:Speaker \nKelly Cobourn is Associate Professor of Natural Resource Economics (Virginia Tech). \nTitle  \nForest transitions and ecosystem collapse: an analysis of the role of substitutability between primary and secondary forests. \nAbstract\n \nAcross the developing world\, the deforestation of primary\, native forests supports economic activity at the cost of environmental degradation with global\, long-term consequences. Events like record-setting wildfires in the Amazon highlight the potential for deforestation to drive ecosystems past potentially irreversible tipping points\, such as a shift from tropical forest into grassy savanna. Investments in reforestation with secondary forests are one potential tool to avert or delay tipping points\, but the success of this strategy depends on the degree to which secondary and primary forests are substitutes in the production of ecosystem services. We develop a dynamic optimization model and simulation to explore how deforestation\, reforestation\, and the degree of substitutability between forest types affects the likelihood that a forest system will cross a tipping point. We demonstrate that if the ecosystem services provided by secondary forests do not offset the losses from deforestation\, collapse may occur despite ongoing investments in planting\, especially if costs of securing land tenure are high. She is a professor in the Department of Agricultural and Resources Economics at UMD. She is an energy economist and an environmental economist with a major focus on the economics of health and safety and non-market valuation. Doctorate in Economics from the University of Paris I and authorized to supervise research at the University of Paris-Nanterre. He is research director at the Institute of International and Strategic Relations (IRIS) and associate researcher at Economix (EconomiX-CNRS\, University Paris Nanterre). He is the leader of the GENERATE project (Geopolitics of renewable energies and prospective analysis of energy transition)\, which received funding from the National Research Agency (ANR) between 2017 and 2020. \, Kyoto University (Japan) \nTitle  \nProspective methodology for assessing the material needs of the energy transition.  \nAbstract\n \nEuropean Union regulations require automakers to comply with specific targets for the CO2 emissions rates of the new vehicles they sell. The targets have been tightened at regular intervals since the beginning of the regulatory program in 2012. EU directives also seek to attain a zero-emissions fleet by 2035. In addition\, several member states have adopted measures to encourage the sales of low-emissions and electric vehicles (EVs). We examine the role of such policies—compared with “traditional” determinants of car sales\, such as taxes and fuel prices\, local ordinances banning diesel vehicles from entering specific areas\, and the EV charging infrastructure—using new car sales data from Germany from January 2014 to March 2020. With over three million new cars sold every year\, a fleet of over 48 million (as of 2019)\, and a renowned auto industry\, Germany is the largest car market in Europe. The average CO2 emissions of new cars sold in Germany declined at a fast rate until approximately 2016\, then leveled off and even slightly increased as the share of diesel vehicles dropped. Some of these “missing” diesel cars appear to have been replaced for the most part by conventional gasoline vehicles. Hybrids\, plug-in hybrids and EVs have been growing\, but in a less than proportional fashion. In Germany the annual car circulation tax is linked with the CO2 emissions rate of the vehicles\, penalizing vehicles with larger engines\, diesel engines\, and higher CO2 emissions rate per km (Alberini and Horvath\, 2021). As of 2016\, substantial rebates have been offered to drivers who purchase all electric vehicles and plug-in hybrids. Concerns however have been expressed as to whether the charging infrastructure remains a limiting constraint to the purchase of EVs (Illmann and Kluge\, 2020; Sommer and Vance\, 2021) and whether subsidies to charging stations are more effective than rebates to consumers (Cole et al.\, 2021). In addition\, certain metro areas in Germany have adopted or have been considering the adoption of diesel vehicle bans out of concern for local pollution problems\, a trend that partly overlapped with the Volkswagen “Dieselgate” scandal. We use a panel dataset documenting new car sales data at the Bundesland (state) level from 2014 to early 2020 to examine which of these factors seem to have been more effective at shaping new cars sales. We exploit the variation in taxes\, fuel costs and rebates across types of cars and over time\, as well as the variation in diesel ban ordinances and charging infrastructure across locales and over time. In particular\, we seek to understand how the exposure of renewable energies to wholesale price fluctuations affects the overall degree of market power. Theoretically\, we find that shielding renewables from price fluctuations is effective at curbing market power in relatively concentrated markets. We develop a dynamic framework to calculate the series of prices and plant output allocations that minimize the production costs of serving electricity demand and allows for the recovery of the start-up costs incurred by fossil-fuel power plants. Using this framework\, we show that static comparisons of observed market prices and marginal costs can overstate the rents attributable to market power in an electricity market where power plants frequently stop and start production in response to output from rooftop solar panels. However\, concerns about the lack of a formal econometric strategy to deal with omitted farmland characteristics have raised doubts about the identification of such impacts. This paper proposes an original method for estimating Ricardian models with plot fixed effects to control for confounding omitted variables. Specifically\, we use plot-level repeat-sale data to investigate how differences in farmland prices are explained by differences in climate conditions between two sale dates in France from 1996 to 2019. We show that\, in comparison to our repeat-Ricardian estimates\, standard Ricardian analyses result in artificially low benefits of climate change. In particular\, our repeat-Ricardian estimates indicate that hotter summers should benefit French agriculture\, in complete opposition to our pooled Ricardian estimates or to the remainder of the literature. Our repeat-Ricardian results are robust to several specifications\, length-definitions of climate and sub-samples. DESCRIPTION:Speaker\n \nAdrien Fabre is a CNRS researcher at CIRED \nTitle  \nFighting Climate Change: International Attitudes Toward Climate Policies \nAbstract\nUsing new surveys on more than 40\,000 respondents in twenty countries that account for 72% of global CO2 emissions\, we study the understanding of and attitudes toward climate change and climate policies. We show that\, across countries\, support for climate policies hinges on three key factors: the perceived effectiveness of the policies in reducing emissions\, their perceived distributional impacts on lower-income households (inequality concerns)\, and their own household’s gains and losses. We also show that information that specifically addresses these key concerns can substantially increase the support for climate policies in many countries. Explaining how policies work and who can benefit from them is critical to foster policy support. Simply making people more worried about climate change is not an effective strategy to foster policy support. Furthermore\, we identify several socioeconomic and lifestyle factors – most notably education\, political leanings\, car usage\, and availability of public transportation– that are significantly correlated with both policy views and overall reasoning and beliefs about climate policies. Department of Economics\, University of Wyoming \nTitle  \nComplications in Cooperating when Players are Asymmetric: Theory and Experimental Evidence \nAbstract\nI study an indefinitely repeated game where players’ payoffs are asymmetric. Attempts to cooperate in such an environment\, for example by rationing actions in proportion to some measure of size\, have generally struggled in practice. Successful cooperation requires setting shares so that neither player will defect\, which commonly requires allocating shares that disproportionately favors the player with larger payoffs — which the smaller player is unlikely to accept. One resolution to this conflict arises when players’ utility depends on payoff differences\, which tends to increase the smaller player’s share. I then analyze experimental data that sheds light on this issue. I find that smaller players do not reduce their actions proportionately to their one-shot Nash equilibrium level. DESCRIPTION:Feel free to watch our last FLM’s video \n \n \n  \n  \nSpeaker \nPhilippe Quirion is Research Director at CNRS\, CIRED \nTitle \nTackling car emissions in urban areas: Shift\, Avoid\, Improve (join work with Marion Leroutier) \nAbstract\nThe environmental externalities associated with car use represent a significant cost to society. Using a representative transport survey from the Paris area\, we investigate to what extent car use could be shifted to low-emission modes\, avoided via teleworking\, or improved via a transition to electric vehicles. According to our scenario analysis based on counterfactual travel time data for 45\,000 observed car trips\, 40% of car users could realistically shift to e-bike  mostly or public transit in a few cases with an increase in travel time of one minute per day on average. Such modal shift would reduce CO2 and local pollutant emissions from daily mobility by around 15%\, generating climate and health benefits worth around e140 million per year. Inability to undertake a modal shift is associated with living in the outer suburbs\, being retired\, being a man and having a high income. Another 5% of total emissions could be avoided if all the \car-dependent” individuals able to work from home did so for two days a week. DESCRIPTION:Speaker \nClément Nedoncelle is an INRAe Research Fellow\, in the UMR PSAE (INRAE\, AgroParisTech) \nTitle \nExtreme temperatures and inequality: Evidence from French agriculture. \nAbstract\n \nClimate change is expected to alter the frequency of occurrence of extreme weather events. Ap-plying quantile regressions on French crop farmers individual cross sectioned data over the period2002-2017\, we quantify the distributional eﬀect of extreme temperatures on farm income. Finding sindicate that both hot and cold extreme temperatures during the growing season may on average substantially reduce farm income. The distributional analysis unveil an important heterogeneity between farmers and opposite eﬀects of cold and hot extreme temperatures. While cold extreme temperatures are found to be more damaging for lowest incomes\, and hence increase inequality\, hot extreme temperatures are found to be more harmful for highest incomes\, and decrease inequality. Two possible reasons for this antagonistic impact of extreme temperatures are explored.First\, there could be a crop eﬀect: the proportion of corn in the crop mix decreases with income\,while the proportion of rapeseed increases with income. DESCRIPTION:Speaker \nMarc Baudry is a Professor at the University of Paris Nanterre and Head of the CO2 Price and Low Carbon Innovation Program \nTitle  \nLong-term decarbonisation: can the EU-ETS do better? \nAbstract \nDespite the marked increase in the price of carbon on the EU-ETS for several years\, the European Commission has shown its willingness to reform the mechanism in order\, among other things\, to encourage the adoption of low-carbon technologies. This paradox can be explained by the distinction between short-term\, reversible reductions and long-term investments in low-carbon\, irreversible technologies. However\, the latter are not only obtained by a significantly high price\, but also by good visibility of the future trajectory of this price. The presentation first returns to the concept of a central carbon bank to ensure such visibility. But for regulated sectors to invest in technological change\, viable low-carbon technologies still need to be developed. The presentation therefore then focuses on the elements of reform of the EU-ETS\, or which are linked to it\, likely to have a direct or indirect impact on low-carbon innovation.
