DESCRIPTION:FLM#171 \nInvité de La Chaire Économie du Climat – Friday Lunch Meeting (FLM)\, le vendredi 19 mai à 12h30. Patrick Jochem\, professeur au Karlsruhe Institute of Technology (KIT)\,  a présenté ses travaux de recherche sur The contribution of electric vehicles to greenhouse gas mitigation. Ce FLM a eu lieu en anglais.\n 19 \nThe presentation will show recent research from the research group “Energy and Transport” at KIT starting with projections of the market penetration by alternative drive train technologies. A comprehensive outline of how electric vehicles can be synergetic integrated into the electricity system forms the core of the presentation. This includes different perspectives: household\, decentral\, and central level as well as grid and generation. A focus in on which approaches can be used to measure indirect emissions (by power plants) from electric vehicles.   \nFurthermore\, the optimal allocation of fast charging stations along highways as well as stationary storages in combination with photovoltaic systems and electric vehicles in private households are presented.

DESCRIPTION:FLM#172 \nInvitée de la Chaire Économie du Climat – Friday Lunch Meeting (FLM)\, le vendredi 23 juin à 12h30\, Myriam Merad\, Directrice de recherche à l’Institut des Sciences humaines et sociales et au CNRS\, nous présente ses travaux de recherche sur L’émergence de la résilience dans l’étrange monde de la gouvernance du risque et du développement durable.  \nCes dernières années\, de nombreux chercheurs ont souligné les limites des approches fondées sur le risque et soulignent la contribution des approches basées sur la résilience. Des définitions et des méthodes ont été proposées et des “applications pratiques” ont été publiées. Cependant\, en revenant aux applications de la vie professionnelle des praticiens\, il semble que le passage en pratique que les chercheurs demandent est encore difficile à mettre en œuvre. \nDans cette présentation\, nous discuterons de certains disparus dans l’arsenal conceptuel et méthodologique dans la manière dont la résilience est conçue et gouvernée et permettra de partager une analyse pratique de certaines politiques et stratégies de prévention des risques et de transition énergétique à cet égard. \nPlease find the presentation slides here

DESCRIPTION:Program: Jacques Papy\, Professor of Business Law at the Faculty of Political Science and Law at the Université du Québec at Montréal. His research focuses on various legal aspects of the implementation of the carbon market in Quebec and Canada. \n\n[🇫🇷] Please find the presentation slides \n\nJacques Papy will present his current research work on the Western Climate Initiative Carbon Link Agreement signed by California\, Ontario and Quebec in September 2017. \nIn particular\, he will address the legal issues of the agreement for Quebec’s GHG cap and trade system as well as its articulation with Canada’s federal carbon pricing program. \nAbstract: The global digital transition is accelerating while the ecological transition is only contributing to it\, in the best case. This situation will not be sustainable for long. It is important to give ourselves as soon as possible a collective objective which would correspond in the end to what is required by the state of degradation of the Earth system.  \nHow to reconcile a radically reduced ecological footprint with the current plurality of our societies and their economic fabric? The answer is on the side of a permacircular economy: the strict respect of the planetary limits requires\, for the rich countries\, circular metabolisms\, but also a clear reduction of the material substrate of their activities – thus a decrease – and an opening to the the widest possible technological and social experimentation.  \nThis book proposes a detailed political and ethical framework aimed at progressively building\, in the respect of modern pluralism\, an authentically sustainable economy. Christian Arnsperger is an economist and professor at the University of Lausanne\, at the Institute of Geography and Sustainability. He is also a scientific advisor of the Swiss alternative bank. Dominique Bourg is a philosopher and professor at the University of Lausanne.  \nHe co-directed\, with Alain Papaux\, the Dictionary of Ecological Thought (Puf)\, and directed the collection “Ecology in Questions” and the online journal Ecological Thought. He also heads the scientific council of the Nicolas Hulot Foundation.

DESCRIPTION:Program:\n \nOlivier David Zerbib is a doctoral student in finance at the University of Tilburg and ISFA and head of financial research at I Care & Consult. His doctorate focuses in particular on the issues of asset valuation in sustainable and environmental finance.\n \n▶ Find Olivier David Zerbib’s working paper :  \nIs There a Green Bond Premium? The yield differential between green and conventional bonds \n\n\nSummary: \nThe article examines the yield (or the cost of financing\, seen from the perspective of the issuer) of the green bonds. We use a matching method\, followed by a two-step regression\, to estimate the yield differential between a green bond and a synthetic bond in exactly the same way\, between July 2013 and December 2017. \nThe yield on green bonds is on average 2 basis points lower than that of a conventional secondary market bond for the total sample\, as well as for bonds issued in Euro and US Dollars. \nWe show that the main determinants of this premium are the credit rating of the issuer and the type of issuer: the negative premium is even more pronounced for bonds issued by financial institutions and for bonds with a low rating. . DESCRIPTION: \n[🇫🇷]▶Click on the presentation slides\n \nMouez Fodha (PSE\, Université Paris 1) will lecture about his soon published article: « Environmental Tax Reform under debt constraint »\n \nAbstract\nThis article analyzes the impacts of Environmental Tax Reform (ETR) when the government is constrained not to increase the public debt-to-output ratio. \nWe consider an overlapping generations model with pollution. Public spending for pollution abatement are …nanced by tax revenues and public debt. We show that keeping constant the public debt-output ratio is not an obstacle to attain a double dividend\, i.e. an increase of both (i) environmental quality and (ii) aggregate consumption. \nFirst\, if the capital stock is low and the pollution abatement is large enough\, a successful ETR consists in a rise of the environmental tax\, compensated by a decrease of the income tax. Secondly\, we show that the environmental tax revenues may help reduce the public debt-output ratio. DESCRIPTION:Elena Verdolini (European Institute on Economics and the Environment :EIEE) will present the following article: “Threshold Policy Effects and Directed Technical Change in Energy Innovation”\, co-written with Lionel Nesta and Francesco Vona.\n \nRésumé \n\nThe presentation will be done in English. \nThis paper analyzes the effect of environmental policies on the direction of energy innovation across countries over the period 1990-2012. Our novelty is to use threshold regression models to allow for discontinuities in policy effectiveness depending on a country’s relative competencies in renewable and fossil fuel technologies. We show that the dynamic incentives of environmental policies become effective just above the median level of relative competencies. In this critical second regime\, market-based policies are moderately effective in promoting renewable innovation\, while commandand-control policies depress fossil based innovation. Finally\, market-based policies are more effective to consolidate a green comparative advantage in the last regime. DESCRIPTION:Mohamed Akli Achabou (Research Professor in Strategy at IPAG Business School ) & Sihem Dekhili (Professor of Marketing at the University of Strasbourg – EM business school) will lecture about the paradox between luxury and sustainable development.\n \nAbstract\n\nAlthough a real “era of sustainable development” seems to prevail in Western societies\, not all categories of products / services are necessarily concerned. This is particularly the case of the luxury sector\, whose universe seems remote from that of sustainable development. Our various studies show that engaging in an eco-responsible approach does not allow luxury companies to promote their offers in the eyes of consumers\, and may even pose a risk to the perception that they may have of the quality of their products. ecological luxury. In this sense\, examining the sources of dissonance between luxury and sustainable development is an interesting avenue to explore. The results of our research on the subject make it possible to group them around three aspects: the dimensions of the concept (sharing\, quality\, rationality\, altruism)\, the environmental aspect (preservation of the resources)\, and the social aspect (social equality\, justice in the level of employment\, animal welfare). DESCRIPTION:Stéphane Gloriant (Researcher “Macroeconomic modeling of green growth” at the Ministry of Ecological and Solidarity Transition)will lecture about “A quantified assessment of the French carbon tax”.\n\n \nAbstract\n\nCalled the “climate-energy contribution”\, the carbon tax was introduced in France in 2014 to price energy-related CO2 emissions not covered by the European emissions trading system. Its acceleration should accelerate\, at least as far as the rate is concerned\, calling for a first assessment of its actual effects. This is what this Information & Debates proposes\, concentrating the evaluation on the sectors most concerned. Evaluating the impact of the tax is not just about comparing emissions before and after coming into force. DESCRIPTION:Thomas Douenne (Doctorant à Paris School of Economics / Université Paris 1 Panthéon-Sorbonne) will lecture about his paper The vertical and horizontal distributive effects of energy taxes: A case study of a French policy.\n \nAbstract\n\nThis paper proposes a micro-simulation assessment of the distributional impacts of the French carbon tax. It shows that the policy is regressive\, but could be made progressive by redistributing the revenue through a flat-recycling. However\, it would still generate large horizontal distributive effects and harm an important share of low-income households. The determinants of the tax incidence are characterized precisely\, and alternative targeted transfers are simulated on this basis.
