SUMMARY:Friday Lunch Meeting Research\, Emmanuel Hache\, January 21st 2022
DESCRIPTION:  \n \nSpeaker \nEmmanuel HACHE is an economist-prospectivist in the Economics and Environmental Assessment department of IFP Énergies nouvelles. Doctorate in Economics from the University of Paris I and authorized to supervise research at the University of Paris-Nanterre. He is research director at the Institute of International and Strategic Relations (IRIS) and associate researcher at Economix (EconomiX-CNRS\, University Paris Nanterre). He is the leader of the GENERATE project (Geopolitics of renewable energies and prospective analysis of energy transition)\, which received funding from the National Research Agency (ANR) between 2017 and 2020. \, Kyoto University (Japan) \nTitle  \nProspective methodology for assessing the material needs of the energy transition. \nAbstract\n \nEuropean Union regulations require automakers to comply with specific targets for the CO2 emissions rates of the new vehicles they sell. The targets have been tightened at regular intervals since the beginning of the regulatory program in 2012. EU directives also seek to attain a zero-emissions fleet by 2035. In addition\, several member states have adopted measures to encourage the sales of low-emissions and electric vehicles (EVs). We examine the role of such policies—compared with “traditional” determinants of car sales\, such as taxes and fuel prices\, local ordinances banning diesel vehicles from entering specific areas\, and the EV charging infrastructure—using new car sales data from Germany from January 2014 to March 2020. With over three million new cars sold every year\, a fleet of over 48 million (as of 2019)\, and a renowned auto industry\, Germany is the largest car market in Europe. The average CO2 emissions of new cars sold in Germany declined at a fast rate until approximately 2016\, then leveled off and even slightly increased as the share of diesel vehicles dropped. Some of these “missing” diesel cars appear to have been replaced for the most part by conventional gasoline vehicles. Hybrids\, plug-in hybrids and EVs have been growing\, but in a less than proportional fashion. In Germany the annual car circulation tax is linked with the CO2 emissions rate of the vehicles\, penalizing vehicles with larger engines\, diesel engines\, and higher CO2 emissions rate per km (Alberini and Horvath\, 2021). As of 2016\, substantial rebates have been offered to drivers who purchase all electric vehicles and plug-in hybrids. Concerns however have been expressed as to whether the charging infrastructure remains a limiting constraint to the purchase of EVs (Illmann and Kluge\, 2020; Sommer and Vance\, 2021) and whether subsidies to charging stations are more effective than rebates to consumers (Cole et al.\, 2021). In addition\, certain metro areas in Germany have adopted or have been considering the adoption of diesel vehicle bans out of concern for local pollution problems\, a trend that partly overlapped with the Volkswagen “Dieselgate” scandal. We use a panel dataset documenting new car sales data at the Bundesland (state) level from 2014 to early 2020 to examine which of these factors seem to have been more effective at shaping new cars sales. We exploit the variation in taxes\, fuel costs and rebates across types of cars and over time\, as well as the variation in diesel ban ordinances and charging infrastructure across locales and over time. Our goal is to disentangle the effect of each factor and policy\, assess the contribution of each to the new car sales patterns and CO2 emissions\, and to examine the heterogeneity of such effects across different parts of the country.\nPractical informations: \nOur Friday Lunch Meeting will take place from 12.30 pm – 2.00 pm \nDue to the sanitary context\, the registration to the seminar will be online only. \nTo participate\, we invite you to register here \nThe link will be sent to you once your registration completed. \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org\n

SUMMARY:Friday Lunch Meeting Research\, Imelda\, February 18th 2022
DESCRIPTION:Speaker \nImelda is Assistant Professor of Economics in Graduate Institute\, Geneva. \nTitle  \nMarket Power and Price Exposure: Learning from Changes in Renewables’ Regulation \nBackground\n \nWe provide theoretical and empirical results regarding the market power implications of different types of renewable support schemes in electricity markets. In particular\, we seek to understand how the exposure of renewable energies to wholesale price fluctuations affects the overall degree of market power. Theoretically\, we find that shielding renewables from price fluctuations is effective at curbing market power in relatively concentrated markets. Empirically\, we leverage several short-lived changes to renewables’ support mechanisms in the Spanish electricity market and find that the switch from fixed to market-based pricing caused a 2-4% reduction in the average price-cost markup.\n \nPractical informations: \nOur Friday Lunch Meeting will take place from 12.30 pm – 2.00 pm \nDue to the sanitary context\, the registration to the seminar will be online only. \nTo participate\, we invite you to register here \nThe link will be sent to you once your registration completed. \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org\n

SUMMARY:Friday Lunch Meeting Debate\, Emmanuel Combet\, April 15th 2022
DESCRIPTION:  \n \nSpeaker\n \nEmmanuel Combet is a researcher\, senior economist in the Foresight and Research Executive Department of ADEME\, coordinator of the foresight program. \nTitle  \nAdeme “Transition(s) 2050” scenarios: Four transition scenarios towards carbon neutrality in France \nAbstract\n \nFaced with the climate emergency\, the changes to be made are of such magnitude that it is nevertheless essential to accelerate the debates on the choices of society to be made\, especially since the path to be taken remains unclear\, even unknown. \, for decision-makers and citizens. This is why ADEME wanted to submit to the debate four “typical” paths\, coherent and contrasting to lead France towards the objective of carbon neutrality in 2050. This unprecedented forecasting exercise is based on two years of development work\, the mobilization of around a hundred ADEME employees and regular exchanges with a scientific committee and external partners and service providers\, specialists in the various fields. This seminar will be an opportunity to review and discuss this work\, the methods used and the analyzes carried out\, as well as the information and lessons that can be drawn from it. The published documents\, the presentation of the scenarios and the main lessons are available online here.\n \n\nPractical informations: \nOur Friday Lunch Meeting will take place from 12.30 pm – 2.00 pm \nDue to the sanitary context\, the registration to the seminar will be online only. \nTo participate\, we invite you to register here \nThe link will be sent to you once your registration completed. \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org\n

SUMMARY:Friday Lunch Meeting Research\, Akshaya Jha\, may 20th 2022
DESCRIPTION:Speaker\n \nAkshaya Jha is an Assistant Professor of Economics and Public Policy. \nInstitution: Heinz College of Information Systems and Public Policy\, Carnegie Mellon University \nTitle  \n“Start-up Costs and Market Power: Lessons from the Renewable Energy Transition” \nAbstract\n \nFirms expect to recover the fixed costs required to start production by earning positive operating profits in subsequent periods. We develop a dynamic framework to calculate the series of prices and plant output allocations that minimize the production costs of serving electricity demand and allows for the recovery of the start-up costs incurred by fossil-fuel power plants. Using this framework\, we show that static comparisons of observed market prices and marginal costs can overstate the rents attributable to market power in an electricity market where power plants frequently stop and start production in response to output from rooftop solar panels. We estimate that increases in solar capacity correspond to increases in the aggregate operating profits earned by fossil-fuel plants because competition softens at sunset – plants displaced by output from solar panels during the day must incur start-up costs to compete in the evening\, reducing the number of plants operating in the evening and thus increasing firms’ ability to exercise market power.\n \n\nPractical informations: \nOur Friday Lunch Meeting will take place from 12.30 pm – 2.00 pm \nDue to the sanitary context\, the registration to the seminar will be online only. \nTo participate\, we invite you to register here \nThe link will be sent to you once your registration completed. \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org\n

SUMMARY:Friday Lunch Meeting Research\, Raja Chakir\, June 17th 2022
DESCRIPTION:Speaker\n \nRaja Chakir is a Research Director\, Paris-Saclay Applied Economics\, INRAE-AgroParisTech. \nTitle  \nThe impact of Climate Change on Farmland Prices: a Repeat-Ricardian analysis \nAbstract\nThe impact of Climate Change on Farmland Prices: a Repeat-Ricardian analysis\nRicardian analyses of farmland values have become a cornerstone of the literature assessing the impacts of climate change on the value of agriculture. However\, concerns about the lack of a formal econometric strategy to deal with omitted farmland characteristics have raised doubts about the identification of such impacts. This paper proposes an original method for estimating Ricardian models with plot fixed effects to control for confounding omitted variables. Specifically\, we use plot-level repeat-sale data to investigate how differences in farmland prices are explained by differences in climate conditions between two sale dates in France from 1996 to 2019. We show that\, in comparison to our repeat-Ricardian estimates\, standard Ricardian analyses result in artificially low benefits of climate change. In particular\, our repeat-Ricardian estimates indicate that hotter summers should benefit French agriculture\, in complete opposition to our pooled Ricardian estimates or to the remainder of the literature. Our repeat-Ricardian results are robust to several specifications\, length-definitions of climate and sub-samples. Our simulations suggest that the omitted variable bias in standard Ricardian analyses leads to an underestimation of the impacts of future climate changes of between 56% and 96%.\n \n\nPractical informations: \nOur Friday Lunch Meeting will take place from 12.30 pm – 2.00 pm \nDue to the sanitary context\, the registration to the seminar will be online only. \nTo participate\, we invite you to register here \nThe link will be sent to you once your registration completed. \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org\n

SUMMARY:Friday Lunch Meeting Research\, Adrien Fabre\, September 16th 2022
DESCRIPTION:Speaker\n \nAdrien Fabre is a CNRS researcher at CIRED \nTitle  \nFighting Climate Change: International Attitudes Toward Climate Policies \nAbstract\nUsing new surveys on more than 40\,000 respondents in twenty countries that account for 72% of global CO2 emissions\, we study the understanding of and attitudes toward climate change and climate policies. We show that\, across countries\, support for climate policies hinges on three key factors: the perceived effectiveness of the policies in reducing emissions\, their perceived distributional impacts on lower-income households (inequality concerns)\, and their own household’s gains and losses. We also show that information that specifically addresses these key concerns can substantially increase the support for climate policies in many countries. Explaining how policies work and who can benefit from them is critical to foster policy support. Simply making people more worried about climate change is not an effective strategy to foster policy support. Furthermore\, we identify several socioeconomic and lifestyle factors – most notably education\, political leanings\, car usage\, and availability of public transportation– that are significantly correlated with both policy views and overall reasoning and beliefs about climate policies. Yet\, it is difficult to predict beliefs or policy views based on these characteristics only.\n \n\nPractical informations: \nOur Friday Lunch Meeting will take place exceptionnaly from 12.00 pm to 1.30 pm \nDue to the sanitary context\, the registration to the seminar will be online only. \nTo participate\, we invite you to register here \nThe link will be sent to you once your registration completed. \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org\n

SUMMARY:Friday Lunch Meeting Research\, Charles F. Mason\, November 18th 2022
DESCRIPTION:Speaker\n \nCharles F. Mason is H.A. True Chair in Petroleum and Natural Gas Economics. Department of Economics\, University of Wyoming \nTitle  \nComplications in Cooperating when Players are Asymmetric: Theory and Experimental Evidence \nAbstract\nI study an indefinitely repeated game where players’ payoffs are asymmetric. Attempts to cooperate in such an environment\, for example by rationing actions in proportion to some measure of size\, have generally struggled in practice. Successful cooperation requires setting shares so that neither player will defect\, which commonly requires allocating shares that disproportionately favors the player with larger payoffs — which the smaller player is unlikely to accept. One resolution to this conflict arises when players’ utility depends on payoff differences\, which tends to increase the smaller player’s share. I then analyze experimental data that sheds light on this issue. I find that smaller players do not reduce their actions proportionately to their one-shot Nash equilibrium level. While inconsistent with the standard repeated-game result\, this outcome is consistent with the version of the model where players’ payoffs reflect inequality aversion.\n \n\nPractical informations: \nOur Friday Lunch Meeting will take place from 12.30 pm to 2.00 pm \nThe registration to the seminar will be online only. \nTo participate\, we invite you to register here \nThe link will be sent to you once your registration completed. \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org\n

SUMMARY:Friday Lunch Meeting Debate\, Philippe Quirion\, December 16th 2022
DESCRIPTION:Feel free to watch our last FLM’s video \n \n \n  \n  \nSpeaker \nPhilippe Quirion is Research Director at CNRS\, CIRED \nTitle \nTackling car emissions in urban areas: Shift\, Avoid\, Improve (join work with Marion Leroutier) \nAbstract\nThe environmental externalities associated with car use represent a significant cost to society. Using a representative transport survey from the Paris area\, we investigate to what extent car use could be shifted to low-emission modes\, avoided via teleworking\, or improved via a transition to electric vehicles. According to our scenario analysis based on counterfactual travel time data for 45\,000 observed car trips\, 40% of car users could realistically shift to e-bike  mostly or public transit in a few cases with an increase in travel time of one minute per day on average. Such modal shift would reduce CO2 and local pollutant emissions from daily mobility by around 15%\, generating climate and health benefits worth around e140 million per year. Inability to undertake a modal shift is associated with living in the outer suburbs\, being retired\, being a man and having a high income. Another 5% of total emissions could be avoided if all the \car-dependent” individuals able to work from home did so for two days a week. Holding demand for mobility and public transport infrastructure fixed\, achieving greater emission reductions would require improving car use via a transition to electric vehicles. \n \n\nPractical informations: \nOur Friday Lunch Meeting will take place from 12.30 pm to 2.00 pm \nYou will be able to attend to this event physically or via Zoom. \nTo participate\, we invite you to register here \nThe link will be sent to you once your registration completed. \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org\n

SUMMARY:Friday Lunch Meeting Research\, Clément Nedoncelle\, January 20th\, 2023
DESCRIPTION:Speaker \nClément Nedoncelle is an INRAe Research Fellow\, in the UMR PSAE (INRAE\, AgroParisTech) \nTitle \nExtreme temperatures and inequality: Evidence from French agriculture. \nAbstract\n \nClimate change is expected to alter the frequency of occurrence of extreme weather events. Ap-plying quantile regressions on French crop farmers individual cross sectioned data over the period2002-2017\, we quantify the distributional effect of extreme temperatures on farm income. Finding sindicate that both hot and cold extreme temperatures during the growing season may on average substantially reduce farm income. The distributional analysis unveil an important heterogeneity between farmers and opposite effects of cold and hot extreme temperatures. While cold extreme temperatures are found to be more damaging for lowest incomes\, and hence increase inequality\, hot extreme temperatures are found to be more harmful for highest incomes\, and decrease inequality. Two possible reasons for this antagonistic impact of extreme temperatures are explored.First\, there could be a crop effect: the proportion of corn in the crop mix decreases with income\,while the proportion of rapeseed increases with income. Second\, there could be a region effect: the proportion of Northern farmers increases with income while the proportion of Southern farmers decreases with income.\n \n\nPractical informations: \nOur Friday Lunch Meeting will take place from 12.30 pm to 2.00 pm \nYou will be able to attend to this event via Zoom (due to works in the Palais Brongniart the seminar rooms are not available). \nTo participate\, we invite you to register here \nThe link will be sent to you once your registration completed. \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org\n

SUMMARY:Friday Lunch Meeting Debate\, Marc Baudry\, February 17th 2023
DESCRIPTION:Speaker \nMarc Baudry is a Professor at the University of Paris Nanterre and Head of the CO2 Price and Low Carbon Innovation Program \nTitle  \nLong-term decarbonisation: can the EU-ETS do better? \nAbstract \nDespite the marked increase in the price of carbon on the EU-ETS for several years\, the European Commission has shown its willingness to reform the mechanism in order\, among other things\, to encourage the adoption of low-carbon technologies. This paradox can be explained by the distinction between short-term\, reversible reductions and long-term investments in low-carbon\, irreversible technologies. However\, the latter are not only obtained by a significantly high price\, but also by good visibility of the future trajectory of this price. The presentation first returns to the concept of a central carbon bank to ensure such visibility. But for regulated sectors to invest in technological change\, viable low-carbon technologies still need to be developed. The presentation therefore then focuses on the elements of reform of the EU-ETS\, or which are linked to it\, likely to have a direct or indirect impact on low-carbon innovation. In this regard\, particular attention is paid to the carbon border adjustment mechanism. \n\nPractical informations: \nOur Friday Lunch Meeting will take place from 12.30 pm to 2.00 pm \nYou will be able to attend to this event via Zoom (due to works in the Palais Brongniart the seminar rooms are not available). \nTo participate\, we invite you to register here \nThe link will be sent to you once your registration completed. \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org\n

SUMMARY:Friday Lunch Meeting Debate\, Anna Creti\, March 17th 2023
DESCRIPTION:  \n \nSpeaker\n \nAnna Creti is a Professor at the University of Paris Dauphine and Director of the CEC \nTitle \nDecoding the reform of the electricity market  \n(The FLM will take place in an interview format\, with Anna Creti answering questions from the Chair’s PhD students) \nAbstract \nThe current system has provided an efficient and integrated market for many years\, enabling the EU to reap the economic benefits of a single energy market\, ensuring security of supply and stimulating the process of decarbonization. However\, the system also revealed potential weaknesses. In the context of the current crisis\, with high and volatile electricity prices\, the economic burden has weighed too heavily on end consumers. A reform is under discussion\, in particular to better protect households and businesses against high energy prices\, increase resilience and accelerate the transition planned in the European Green Deal and the REPowerEU Plan.

SUMMARY:Friday Lunch Meeting Research\, Alexandre Mayol\, April 21st 2023
DESCRIPTION:Speaker \nAlexandre Mayol is Lecturer in economics (BETA – University of Lorraine) and holder of the Natural Resources and Local Economy Chair \nTitle \nTariff design\, incentives and transports: an experimental approach (with Philippe Gagnepain\, Sébastien Massoni et Carine Staropoli)  \nAbstract \nHow do consumers react to tariff design? The theoretical literature in industrial organization aims to design tariffs to address economic concerns. However\, empirical results show that consumers may not fully react to complex prices\, as they are based on the assumption of perfect rationality. This is particularly relevant in public transportation\, as policymakers aim to increase usage and alleviate network congestion through pricing strategies. Through a laboratory experiment\, this study aims to analyze the trade-off between time and money under different tariffs. The findings of this study will be crucial in informing public transportation policy and reducing individual car usage. \n\nPractical informations: \nOur Friday Lunch Meeting will take place from 12.30 pm to 2.00 pm \n\nFLMs are held in a hybrid format (face-to-face or zoom) \nTo participate we invite you to register here \nThe zoom link will be sent to you once your registration completed. \nIn face-to-face format\, the event is held in the seminar room on the 4th floor of the Palais Brongniart\, 28 Place de la Bourse\, 75002 Paris. \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org \n\n

SUMMARY:Friday Lunch Meeting Research\, Luca Taschini\, May 19th 2023
DESCRIPTION:Speaker \nLuca Taschini is an economist and his research is interdisciplinary and spans economics and applied finance. It cuts across the fields of environmental and resource economics\, financial economics and industrial organisation. \n Luca Taschini is Professor of Climate Change Finance at the University of Edinburgh Business School and a Visiting Senior Fellow at the Grantham Research Institute at LSE. Luca is a CESifo Research Network Fellow\, and he was previously a Visiting Scholar at MIT and the Ritsumeikan University\, Japan. \nTitle \nCarbon Default Swap – Disentangling the Exposure to Carbon Risk Through CDS \nAbstract \nUsing Credit Default Swap spreads\, we construct a forward-looking\, market-implied carbon risk factor and show that carbon risk affects firms’ credit spread. The effect is larger for European than North American firms and varies substantially across industries\, suggesting the market recognises where and which sectors are better positioned for a transition to a low-carbon economy. Moreover\, lenders demand more credit protection for those borrowers perceived to be more exposed to carbon risk when market-wide concern about climate change risk is el- evated. Finally\, lenders expect that adjustments in carbon regulations in Europe will cause relatively larger policy-related costs in the near future. \nTo consult the paper it is here \n\nPractical informations: \nOur Friday Lunch Meeting will take place from 12.30 pm to 2.00 pm \n\nFLMs are held in a hybrid format (face-to-face or zoom) \nTo participate we invite you to register here \nThe zoom link will be sent to you once your registration completed.

SUMMARY:Friday Lunch Meeting Research\, Kenneth Houngbedji\, June 16th 2023
DESCRIPTION:  \n \nSpeaker \nKenneth Houngbedji is a Researcher (IRD\, LEDa-DIAL) \nTitle \nRainy days and learning outcomes: evidence from Sub-Saharan Africa \nwith Yasmine Bekkouche (ULB)and Oswald Koussihouèdé (UNESCO IIEP) \nAbstract \nWe combined information on daily rainfall at school locations and standardized test scores to study how learning outcomes at primary schools are affected by precipitation during school days in Sub-Saharan Africa. Our results suggest that student test scores are lower in schools that are exposed to more rainy days during the academic year. Students in locations that had more rainy school days are also more likely to experience grade repetition. We assess and find evidence for two mechanisms for these findings: teacher absenteeism due to rainy school days and lower coverage of school curricula.

SUMMARY:Friday Lunch Meeting Debate\, Vincent Viguié\, September 15th 2023
DESCRIPTION:Speaker \nVincent Viguié is a researcher at CIRED\, Ecole des Ponts ParisTech \nTitre  \nSimulating the impact of urban climate policies over a large number of cities \n \nRésumé\nCity-level policies are increasingly recognized as key components of strategies to reduce transport greenhouse gas emissions. However\, at a global scale\, their total efficiencies\, costs and practical feasibility remain unclear. I will present a few papers in which we show that\, thanks to the recent increase in local data availability\, urban economic and transport models can help analyze and simulate the potential\, the welfare impacts and the inequalities created by transport policies in cities in different countries. Our results highlight that there is no one-size-fits-all policy\, but that\, with city-specific strategies\, it seems generally possible to sharply reduce emissions\, over 15 to 20 years\, while increasing the average welfare of the inhabitants. However\, inequality creation by the policies appears as one of the main challenge\, as it raises ethical issues and threatens the political acceptability of the policies. How to overcome this challenge still appears as a research gap. \n \n\nPractical informations: \nOur Friday Lunch Meeting will take place from 12.30 pm to 2.00 pm \n\nFLMs are held in a hybrid format (face-to-face or zoom) \nTo participate we invite you to register here \nThe zoom link will be sent to you once your registration completed.

SUMMARY:Cancellation - Friday Lunch Meeting Debate\, Jörg Peters\, November 17th\, 2023
DESCRIPTION:It is with regret that we announce the cancellation of Mr. Peters’ FLM who\, for reasons beyond his control\, is unable to take part in this seminar\, which will be postpone to a later date. \nSpeaker \nJörg Peters co-heads the research department “Climate Change and Development” at RWI– Leibniz Institute for Economic Research\, Germany  \nTitle \nDo not tax carbon in Sub-Saharan Africa \nAbstract\nOngoing global warming is due to historic emissions by Western countries and\, more recently\, high economic growth rates in Asia and Latin America have contributed significantly to the carbon stock as well. Sub-Saharan Africa (SSA) for long has been in the spotlight only for climate change adaptation but is increasingly entering the debate as a potential future emitter. Accordingly\, there has been a push to tax carbon in SSA. Indeed\, carbon taxation is often praised as the go-to instrument for efficient climate policy. In this comment\, we argue that it is wrong to tax carbon in SSA. It is likely to be ineffective\, and it almost certainly hurts the poor. As an alternative\, climate policy should focus on adaptation in least developed countries and for more advanced ones on preventing carbon-lock in effects by disruptive green investments.\n \n\n\nPractical informations: \nOur Friday Lunch Meeting will take place from 12.30 pm to 2.00 pm \n\nFLMs are held in a hybrid format (face-to-face or zoom) \nTo participate we invite you to register here \nThe zoom link will be sent to you once your registration completed. \nIn face-to-face format\, the event is held in the seminar room on the 4th floor of the Palais Brongniart\, 28 Place de la Bourse\, 75002 Paris. \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org \n

SUMMARY:[🇫🇷] Friday Lunch Meeting Debate\, Léa Falco\, December 15th 2023
DESCRIPTION:Speaker \nLéa Falco is a Project manager for training public officials in environmental issues” at the Ecole Nationale des Ponts et Chaussées (ENPC). In December\, she is starting a COFRA thesis between the ENPC\, CIRED and CGDD in political science\, entitled “From training public officials to transforming public action: the case of ecological transition”. \nTitle \nPour faire écologie ensemble\, quel avenir pour le militantisme environnemental et l’écologie politique ? To go green together\, what future for environmental activism and political ecology?  \nAbstract \nWe are currently in a “strange transition”\, announced but not yet begun\, which locks us into a painful in-between period of history. In this period of uncertainty\, how can we build ecological transformation? And what’s the point of committing oneself when one feels that one’s effort are insufficient? To do this\, we need a theory of change through which action can be taken\, building up individual commitments to achieve collective change. \n\n\nPractical informations: \nOur Friday Lunch Meeting will take place from 12.30 pm to 2.00 pm \n\nFLMs are held in a hybrid format (face-to-face or zoom) \nTo participate we invite you to register here \nThe zoom link will be sent to you once your registration completed. \nIn face-to-face format\, the event is held in the seminar room on the 4th floor of the Palais Brongniart\, 28 Place de la Bourse\, 75002 Paris. \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org

SUMMARY:FLM Research\, Stéphanie Monjon\, January 19th\, 2024
DESCRIPTION:Presentation in French \nSpeaker: Stéphanie Monjon is a Lecturer in the Economics Department at the University Paris Dauphine. She is also associate researcher at the Climate Economics Chair. \nTitle: Feedback and cooperation: An Experiment on sorting behaviour (Noémi Berlin\, Mamadou Gueye\, Stéphanie Monjon) \nAbstract: In this paper\, we use a laboratory experiment to analyze the effect of information provision (feedback) on individual sorting behavior. To be effective\, sorting must be a mixture of quantity and quality. However\, increasing quantity may reduce quality due to the increasing risk of contamination. We consider a two-stage coordination game in which individuals first choose whether or not to participate in the sorting activity\, and then complete a collective sorting task. The performance\, a mixture of quantity and quality\, of their sorting is measured. In this situation\, information about the partner’s past performance and information about one’s own past performance are used as feedback treatments. Using a between-subjects experimental design\, we find that providing feedback about own performance to an individual who decides to engage in a sorting activity is more efficient than not providing information and than providing information about the partner’s performance. Although the experiment is uncontextualised\, the results have direct consequences on any situations implying an individual decisions in a collective task (e.g. waste sorting behavior). \n\n\nPractical informations: Our Friday Lunch Meeting will take place from  \n12.30 pm to 2.00 pm \n\nFLMs are held in a hybrid format (face-to-face or zoom) \nTo participate we invite you to register here \nThe zoom link will be sent to you once your registration completed.

SUMMARY:FLM Research\, Daniel Herrera\, February 16th\, 2024
DESCRIPTION:Presentation in english \nSpeaker: Daniel Herrera is an Assistant Professor at Paris Dauphine-PSL and a CEC associate researcher. \nTitle: Empirical bounds on the value of improved health \nAbstrat: Policies that improve health and longevity are often valued by combining expected gains in quality-adjusted life years (QALYs) with a constant willingness-to-pay (WTP) per QALY. This constant is derived by dividing estimated value per statistical life (VSL) by expected future QALYs. We explore the validity of this practice by deriving the empirical counterparts of theoretical upper and lower bounds on the WTP for a marginal improvement in the quality of life\, as measured by gains in health status or longevity. We obtain data by surveying a representative sample of French adults over the internet. Testing whether upper and lower bounds on the WTP for improved health and longevity are the same permits a novel empirical test for the descriptive validity of the QALY model\, as well as validate (or not) a standard and widespread policy practice. \n\n\nPractical informations : Our Friday Lunch Meeting will take place from 12.30 to 2.00 pm \n\nFLMs are held in a face-to-face format in the seminar room on the 4th floor of the Palais Brongniart\, 28 Place de la Bourse\, 75002 Paris. \nTo participate we invite you to register here \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org

SUMMARY:FLM Research\, James Bushnell\, March 15th\, 2024
DESCRIPTION:Speaker: James Bushnell\, Professor\, Dept. of Economics\, University of California\, Davis and Research Associate\,  NBER  (National Bureau of Economic Research) \nTitle: Energy Policy Modeling Under Uncertainty: The Case of the U.S. Inflation Reduction Act \nAbstract: In recent years the analysis of US climate policy on the electricity sector has predominantly deployed electricity planning  models that use deterministic or equilibrium optimization methods.  While uncertainty in key input assumptions is considered\, it is usually restricted to scenario analysis.   In this study we combine time-series econometric forecasting methods with an equilibrium electricity system-expansion model.  The goal is to produce statistically rigorous distributions of outcomes\, rather than rely upon individually selected scenarios.  We apply these techniques to the case of the US Inflation Reduction Act (IRA) in the context of the western US grid. The most significant power sector financial incentive is a production tax credit applied to eligible zero-carbon and storage resources.  Preliminary results indicate that the impacts of the IRA depend heavily on the realization of several key exogenous variables.  The result is a heavily skewed distribution of outcomes such as induced emissions reductions and the implied marginal costs of abatement. \n\nPractical informations : Our Friday Lunch Meeting will take place from 12.30 to 2.00 pm \n\nFLMs are held in a face-to-face format in the seminar room on the 4th floor of the Palais Brongniart\, 28 Place de la Bourse\, 75002 Paris. \nTo participate we invite you to register here \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org
