DESCRIPTION:Feel free to watch our last FLM’s video \n \n \n  \n  \nSpeaker \nPhilippe Quirion is Research Director at CNRS\, CIRED \nTitle \nTackling car emissions in urban areas: Shift\, Avoid\, Improve (join work with Marion Leroutier) \nAbstract\nThe environmental externalities associated with car use represent a significant cost to society. Using a representative transport survey from the Paris area\, we investigate to what extent car use could be shifted to low-emission modes\, avoided via teleworking\, or improved via a transition to electric vehicles. According to our scenario analysis based on counterfactual travel time data for 45\,000 observed car trips\, 40% of car users could realistically shift to e-bike  mostly or public transit in a few cases with an increase in travel time of one minute per day on average. Such modal shift would reduce CO2 and local pollutant emissions from daily mobility by around 15%\, generating climate and health benefits worth around e140 million per year. Inability to undertake a modal shift is associated with living in the outer suburbs\, being retired\, being a man and having a high income. Another 5% of total emissions could be avoided if all the \car-dependent” individuals able to work from home did so for two days a week. DESCRIPTION:Speaker \nClément Nedoncelle is an INRAe Research Fellow\, in the UMR PSAE (INRAE\, AgroParisTech) \nTitle \nExtreme temperatures and inequality: Evidence from French agriculture. \nAbstract\n \nClimate change is expected to alter the frequency of occurrence of extreme weather events. Ap-plying quantile regressions on French crop farmers individual cross sectioned data over the period2002-2017\, we quantify the distributional eﬀect of extreme temperatures on farm income. Finding sindicate that both hot and cold extreme temperatures during the growing season may on average substantially reduce farm income. The distributional analysis unveil an important heterogeneity between farmers and opposite eﬀects of cold and hot extreme temperatures. While cold extreme temperatures are found to be more damaging for lowest incomes\, and hence increase inequality\, hot extreme temperatures are found to be more harmful for highest incomes\, and decrease inequality. Two possible reasons for this antagonistic impact of extreme temperatures are explored.First\, there could be a crop eﬀect: the proportion of corn in the crop mix decreases with income\,while the proportion of rapeseed increases with income. DESCRIPTION:Speaker \nMarc Baudry is a Professor at the University of Paris Nanterre and Head of the CO2 Price and Low Carbon Innovation Program \nTitle  \nLong-term decarbonisation: can the EU-ETS do better? \nAbstract \nDespite the marked increase in the price of carbon on the EU-ETS for several years\, the European Commission has shown its willingness to reform the mechanism in order\, among other things\, to encourage the adoption of low-carbon technologies. This paradox can be explained by the distinction between short-term\, reversible reductions and long-term investments in low-carbon\, irreversible technologies. However\, the latter are not only obtained by a significantly high price\, but also by good visibility of the future trajectory of this price. The presentation first returns to the concept of a central carbon bank to ensure such visibility. But for regulated sectors to invest in technological change\, viable low-carbon technologies still need to be developed. The presentation therefore then focuses on the elements of reform of the EU-ETS\, or which are linked to it\, likely to have a direct or indirect impact on low-carbon innovation. The theoretical literature in industrial organization aims to design tariffs to address economic concerns. However\, empirical results show that consumers may not fully react to complex prices\, as they are based on the assumption of perfect rationality. This is particularly relevant in public transportation\, as policymakers aim to increase usage and alleviate network congestion through pricing strategies. Through a laboratory experiment\, this study aims to analyze the trade-off between time and money under different tariffs. It cuts across the fields of environmental and resource economics\, financial economics and industrial organisation. \n Luca Taschini is Professor of Climate Change Finance at the University of Edinburgh Business School and a Visiting Senior Fellow at the Grantham Research Institute at LSE. Luca is a CESifo Research Network Fellow\, and he was previously a Visiting Scholar at MIT and the Ritsumeikan University\, Japan. \nTitle \nCarbon Default Swap – Disentangling the Exposure to Carbon Risk Through CDS \nAbstract \nUsing Credit Default Swap spreads\, we construct a forward-looking\, market-implied carbon risk factor and show that carbon risk affects firms’ credit spread. The effect is larger for European than North American firms and varies substantially across industries\, suggesting the market recognises where and which sectors are better positioned for a transition to a low-carbon economy. Moreover\, lenders demand more credit protection for those borrowers perceived to be more exposed to carbon risk when market-wide concern about climate change risk is el- evated. DESCRIPTION:  \n \nSpeaker \nKenneth Houngbedji is a Researcher (IRD\, LEDa-DIAL) \nTitle \nRainy days and learning outcomes: evidence from Sub-Saharan Africa \nwith Yasmine Bekkouche (ULB)and Oswald Koussihouèdé (UNESCO IIEP) \nAbstract \nWe combined information on daily rainfall at school locations and standardized test scores to study how learning outcomes at primary schools are affected by precipitation during school days in Sub-Saharan Africa. Our results suggest that student test scores are lower in schools that are exposed to more rainy days during the academic year. Students in locations that had more rainy school days are also more likely to experience grade repetition. DESCRIPTION:Speaker \nVincent Viguié is a researcher at CIRED\, Ecole des Ponts ParisTech \nTitre  \nSimulating the impact of urban climate policies over a large number of cities \n \nRésumé\nCity-level policies are increasingly recognized as key components of strategies to reduce transport greenhouse gas emissions. However\, at a global scale\, their total efficiencies\, costs and practical feasibility remain unclear. I will present a few papers in which we show that\, thanks to the recent increase in local data availability\, urban economic and transport models can help analyze and simulate the potential\, the welfare impacts and the inequalities created by transport policies in cities in different countries. Our results highlight that there is no one-size-fits-all policy\, but that\, with city-specific strategies\, it seems generally possible to sharply reduce emissions\, over 15 to 20 years\, while increasing the average welfare of the inhabitants. However\, inequality creation by the policies appears as one of the main challenge\, as it raises ethical issues and threatens the political acceptability of the policies. DESCRIPTION:It is with regret that we announce the cancellation of Mr. Peters’ FLM who\, for reasons beyond his control\, is unable to take part in this seminar\, which will be postpone to a later date. \nSpeaker \nJörg Peters co-heads the research department “Climate Change and Development” at RWI– Leibniz Institute for Economic Research\, Germany  \nTitle \nDo not tax carbon in Sub-Saharan Africa \nAbstract\nOngoing global warming is due to historic emissions by Western countries and\, more recently\, high economic growth rates in Asia and Latin America have contributed significantly to the carbon stock as well. Sub-Saharan Africa (SSA) for long has been in the spotlight only for climate change adaptation but is increasingly entering the debate as a potential future emitter. Accordingly\, there has been a push to tax carbon in SSA. Indeed\, carbon taxation is often praised as the go-to instrument for efficient climate policy. In this comment\, we argue that it is wrong to tax carbon in SSA. It is likely to be ineffective\, and it almost certainly hurts the poor. She is also associate researcher at the Climate Economics Chair. \nTitle: Feedback and cooperation: An Experiment on sorting behaviour (Noémi Berlin\, Mamadou Gueye\, Stéphanie Monjon) \nAbstract: In this paper\, we use a laboratory experiment to analyze the effect of information provision (feedback) on individual sorting behavior. To be effective\, sorting must be a mixture of quantity and quality. However\, increasing quantity may reduce quality due to the increasing risk of contamination. We consider a two-stage coordination game in which individuals first choose whether or not to participate in the sorting activity\, and then complete a collective sorting task. The performance\, a mixture of quantity and quality\, of their sorting is measured. In this situation\, information about the partner’s past performance and information about one’s own past performance are used as feedback treatments. Using a between-subjects experimental design\, we find that providing feedback about own performance to an individual who decides to engage in a sorting activity is more efficient than not providing information and than providing information about the partner’s performance. DESCRIPTION:Presentation in english \nSpeaker: Daniel Herrera is an Assistant Professor at Paris Dauphine-PSL and a CEC associate researcher. \nTitle: Empirical bounds on the value of improved health \nAbstrat: Policies that improve health and longevity are often valued by combining expected gains in quality-adjusted life years (QALYs) with a constant willingness-to-pay (WTP) per QALY. This constant is derived by dividing estimated value per statistical life (VSL) by expected future QALYs. We explore the validity of this practice by deriving the empirical counterparts of theoretical upper and lower bounds on the WTP for a marginal improvement in the quality of life\, as measured by gains in health status or longevity. We obtain data by surveying a representative sample of French adults over the internet. DESCRIPTION:Speaker: Zied Ftiti\,Associate Dean of Research and the Head of the Research Center (OCRE)\, professor of Economics and Finance at EDC Paris Business School. \nTitle: Perceived Climate Risk And Stock Prices: An Empirical Analysis Of Pricing Effects \nAbstract: Increasing awareness of climate change and its potential consequences on financial markets has led to interest in the impact of climate risk on stock returns and portfolio composition\, but few studies have focused on perceived climate risk pricing. This study is the first to introduce perceived climate risk as an additional factor in asset pricing models. The perceived climate risk is measured based on the climate change sentiment of Twitter dataset with 16 million unique tweets in the years 2010–2019. One of the main advantages of our proxy is that it allows us to capture both physical and transition climate risks. Our results show that perceived climate risk is priced into S&P 500 Index stock returns and is robust when different asset-pricing models are used. DESCRIPTION:Speaker: Stéphane Goutte\, UMI Source\, Paris-Saclay University\, UVSQ\, IRD\, France \nTitle: Optimizing Investment under Risk Aversion: A Focus on Climate Risk \nAbstract : Climate change presents challenges to policy and economic stability\, necessitating effective trading strategies to reduce environmental risks. This article addresses gaps in existing studies by using a Markov-switching model to consider climate risk. Backward stochastic differential equations are used to optimize utility with three hedging strategies based on the concept of risk aversion. Numerical  scenarios confirm the model’s superiority in incorporating exogenous events\, with our risk-averse strategy outperforming classical approaches. Our strategy outperforms classical strategies by taking a flexible risk trading when investors face risk-averse behavior due to climate risk events. DESCRIPTION:Speaker: Clément Bonnet\, ART-Dev (UMR5281)\, Montpellier University\, Climate Economics Chair &  EconomiX Associate Researcher \nTitle: Circular economy : a conceptual clarification based on the sustainability criterion \nAbstract : The concept of the circular economy lacks consensus and remains vague\, often seen as an “umbrella term” or a bricolage of ideas (Blomsma and Brennan\, 2017; Reike et al.\, 2018). This ambiguity arises from its nature as a collection of means rather than an end goal (Nobre and Tavares\, 2021). Building on works by Boulding (1968) and Pearce and Turner (1990)\, this article argues that the circular economy was never intended as a normative concept. Instead\, its implementation should be guided by the principles of sustainable development\, balancing biological and technical cycles. The article distinguishes between circular economy strategies aligned with strong versus weak sustainability (Giampietro\, 2019; Velenturf and Purnell\, 2021) and critically assesses both paradigms. DESCRIPTION:Speaker: Filippo Maria D’Arcangelo\, OECD Economist \nTitle: Carbon prices\, emissions and international trade in sectors at risk of carbon leakage \nAbstract :What is the effect of recent carbon price developments on domestic emissions and carbon leakage? In this talk\, we revisit a recent OECD working paper\, developing a comprehensive plant-level emission and carbon pricing dataset covering the cement and steel sectors in 140 countries. The new dataset reveals that carbon price asymmetries among trading partners increased by more than three times. We estimate the net effect of this rising carbon prices on domestic and trade-embedded emissions. To do so\, we trade shocks in renewable energy supply as an instrumental variable\, providing credible exogenous variation to identify the causal effect of carbon pricing on domestic and traded emissions. Results suggest that\, on average\, a USD 1 increase in carbon prices reduces domestic cement and steel plants’ emissions by 1.3%. For each 8 tonnes of emissions reduced this way\, we estimate that about 1 tonne is offset by carbon leakage. We welcome internationally renowned speakers as well as participants from the three sponsoring chairs\, along with specialists from a wide range of public and private sectors (economics\, technical\, business\, finance). This diverse mix has consistently provided fertile ground for valuable insights\, new connections\, and fresh questions and ambitions. \nThis year\, the conference will take place slightly later in the academic calendar to ensure maximum participation.
