SUMMARY:Cancellation - Friday Lunch Meeting Debate\, Jörg Peters\, November 17th\, 2023
DESCRIPTION:It is with regret that we announce the cancellation of Mr. Peters’ FLM who\, for reasons beyond his control\, is unable to take part in this seminar\, which will be postpone to a later date. \nSpeaker \nJörg Peters co-heads the research department “Climate Change and Development” at RWI– Leibniz Institute for Economic Research\, Germany  \nTitle \nDo not tax carbon in Sub-Saharan Africa \nAbstract\nOngoing global warming is due to historic emissions by Western countries and\, more recently\, high economic growth rates in Asia and Latin America have contributed significantly to the carbon stock as well. Sub-Saharan Africa (SSA) for long has been in the spotlight only for climate change adaptation but is increasingly entering the debate as a potential future emitter. Accordingly\, there has been a push to tax carbon in SSA. Indeed\, carbon taxation is often praised as the go-to instrument for efficient climate policy. In this comment\, we argue that it is wrong to tax carbon in SSA. It is likely to be ineffective\, and it almost certainly hurts the poor. As an alternative\, climate policy should focus on adaptation in least developed countries and for more advanced ones on preventing carbon-lock in effects by disruptive green investments.\n \n\n\nPractical informations: \nOur Friday Lunch Meeting will take place from 12.30 pm to 2.00 pm \n\nFLMs are held in a hybrid format (face-to-face or zoom) \nTo participate we invite you to register here \nThe zoom link will be sent to you once your registration completed. \nIn face-to-face format\, the event is held in the seminar room on the 4th floor of the Palais Brongniart\, 28 Place de la Bourse\, 75002 Paris. \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org \n

SUMMARY:[🇫🇷] Friday Lunch Meeting Debate\, Léa Falco\, December 15th 2023
DESCRIPTION:Speaker \nLéa Falco is a Project manager for training public officials in environmental issues” at the Ecole Nationale des Ponts et Chaussées (ENPC). In December\, she is starting a COFRA thesis between the ENPC\, CIRED and CGDD in political science\, entitled “From training public officials to transforming public action: the case of ecological transition”. \nTitle \nPour faire écologie ensemble\, quel avenir pour le militantisme environnemental et l’écologie politique ? To go green together\, what future for environmental activism and political ecology?  \nAbstract \nWe are currently in a “strange transition”\, announced but not yet begun\, which locks us into a painful in-between period of history. In this period of uncertainty\, how can we build ecological transformation? And what’s the point of committing oneself when one feels that one’s effort are insufficient? To do this\, we need a theory of change through which action can be taken\, building up individual commitments to achieve collective change. \n\n\nPractical informations: \nOur Friday Lunch Meeting will take place from 12.30 pm to 2.00 pm \n\nFLMs are held in a hybrid format (face-to-face or zoom) \nTo participate we invite you to register here \nThe zoom link will be sent to you once your registration completed. \nIn face-to-face format\, the event is held in the seminar room on the 4th floor of the Palais Brongniart\, 28 Place de la Bourse\, 75002 Paris. \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org

SUMMARY:FLM Research\, Stéphanie Monjon\, January 19th\, 2024
DESCRIPTION:Presentation in French \nSpeaker: Stéphanie Monjon is a Lecturer in the Economics Department at the University Paris Dauphine. She is also associate researcher at the Climate Economics Chair. \nTitle: Feedback and cooperation: An Experiment on sorting behaviour (Noémi Berlin\, Mamadou Gueye\, Stéphanie Monjon) \nAbstract: In this paper\, we use a laboratory experiment to analyze the effect of information provision (feedback) on individual sorting behavior. To be effective\, sorting must be a mixture of quantity and quality. However\, increasing quantity may reduce quality due to the increasing risk of contamination. We consider a two-stage coordination game in which individuals first choose whether or not to participate in the sorting activity\, and then complete a collective sorting task. The performance\, a mixture of quantity and quality\, of their sorting is measured. In this situation\, information about the partner’s past performance and information about one’s own past performance are used as feedback treatments. Using a between-subjects experimental design\, we find that providing feedback about own performance to an individual who decides to engage in a sorting activity is more efficient than not providing information and than providing information about the partner’s performance. Although the experiment is uncontextualised\, the results have direct consequences on any situations implying an individual decisions in a collective task (e.g. waste sorting behavior). \n\n\nPractical informations: Our Friday Lunch Meeting will take place from  \n12.30 pm to 2.00 pm \n\nFLMs are held in a hybrid format (face-to-face or zoom) \nTo participate we invite you to register here \nThe zoom link will be sent to you once your registration completed.

SUMMARY:FLM Research\, Daniel Herrera\, February 16th\, 2024
DESCRIPTION:Presentation in english \nSpeaker: Daniel Herrera is an Assistant Professor at Paris Dauphine-PSL and a CEC associate researcher. \nTitle: Empirical bounds on the value of improved health \nAbstrat: Policies that improve health and longevity are often valued by combining expected gains in quality-adjusted life years (QALYs) with a constant willingness-to-pay (WTP) per QALY. This constant is derived by dividing estimated value per statistical life (VSL) by expected future QALYs. We explore the validity of this practice by deriving the empirical counterparts of theoretical upper and lower bounds on the WTP for a marginal improvement in the quality of life\, as measured by gains in health status or longevity. We obtain data by surveying a representative sample of French adults over the internet. Testing whether upper and lower bounds on the WTP for improved health and longevity are the same permits a novel empirical test for the descriptive validity of the QALY model\, as well as validate (or not) a standard and widespread policy practice. \n\n\nPractical informations : Our Friday Lunch Meeting will take place from 12.30 to 2.00 pm \n\nFLMs are held in a face-to-face format in the seminar room on the 4th floor of the Palais Brongniart\, 28 Place de la Bourse\, 75002 Paris. \nTo participate we invite you to register here \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org

SUMMARY:FLM Research\, James Bushnell\, March 15th\, 2024
DESCRIPTION:Speaker: James Bushnell\, Professor\, Dept. of Economics\, University of California\, Davis and Research Associate\,  NBER  (National Bureau of Economic Research) \nTitle: Energy Policy Modeling Under Uncertainty: The Case of the U.S. Inflation Reduction Act \nAbstract: In recent years the analysis of US climate policy on the electricity sector has predominantly deployed electricity planning  models that use deterministic or equilibrium optimization methods.  While uncertainty in key input assumptions is considered\, it is usually restricted to scenario analysis.   In this study we combine time-series econometric forecasting methods with an equilibrium electricity system-expansion model.  The goal is to produce statistically rigorous distributions of outcomes\, rather than rely upon individually selected scenarios.  We apply these techniques to the case of the US Inflation Reduction Act (IRA) in the context of the western US grid. The most significant power sector financial incentive is a production tax credit applied to eligible zero-carbon and storage resources.  Preliminary results indicate that the impacts of the IRA depend heavily on the realization of several key exogenous variables.  The result is a heavily skewed distribution of outcomes such as induced emissions reductions and the implied marginal costs of abatement. \n\nPractical informations : Our Friday Lunch Meeting will take place from 12.30 to 2.00 pm \n\nFLMs are held in a face-to-face format in the seminar room on the 4th floor of the Palais Brongniart\, 28 Place de la Bourse\, 75002 Paris. \nTo participate we invite you to register here \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org

\nTo participate we invite you to register here \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org \n

SUMMARY:[🇫🇷] FLM Debate\, Christian de Perthuis\, May 17th 2024
\n\n\nPractical informations : Our Friday Lunch Meeting will take place from 12.30 to 2.00 pm \n\nFLMs are held in a face-to-face format in the seminar room on the 4th floor of the Palais Brongniart\, 28 Place de la Bourse\, 75002 Paris. \nPlease note that places are limited\, so registration is compulsory. \nTo participate we invite you to register here \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org \n \n

SUMMARY:FLM Research Zied Ftiti\, September 20th 2024
DESCRIPTION:Speaker: Zied Ftiti\,Associate Dean of Research and the Head of the Research Center (OCRE)\, professor of Economics and Finance at EDC Paris Business School. \nTitle: Perceived Climate Risk And Stock Prices: An Empirical Analysis Of Pricing Effects \nAbstract: Increasing awareness of climate change and its potential consequences on financial markets has led to interest in the impact of climate risk on stock returns and portfolio composition\, but few studies have focused on perceived climate risk pricing. This study is the first to introduce perceived climate risk as an additional factor in asset pricing models. The perceived climate risk is measured based on the climate change sentiment of Twitter dataset with 16 million unique tweets in the years 2010–2019. One of the main advantages of our proxy is that it allows us to capture both physical and transition climate risks. Our results show that perceived climate risk is priced into S&P 500 Index stock returns and is robust when different asset-pricing models are used. Our findings have implications for market participants\, as understanding the relationship between perceived climate risk and asset prices is crucial for investors seeking to navigate the financial implications of climate change\, and for policymakers aiming to promote sustainable financing and mitigate the potential damaging effects of climate risk on financial markets\, and a pricing model that accurately incorporates perceived climate risk can facilitate this understanding. \nPlease note that places are limited\, so registration is compulsory. \nTo participate we invite you to register here \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org

SUMMARY:FLM Research Stéphane Goutte\, November 15th\, 2024
DESCRIPTION:Speaker: Stéphane Goutte\, UMI Source\, Paris-Saclay University\, UVSQ\, IRD\, France \nTitle: Optimizing Investment under Risk Aversion: A Focus on Climate Risk \nAbstract : Climate change presents challenges to policy and economic stability\, necessitating effective trading strategies to reduce environmental risks. This article addresses gaps in existing studies by using a Markov-switching model to consider climate risk. Backward stochastic differential equations are used to optimize utility with three hedging strategies based on the concept of risk aversion. Numerical  scenarios confirm the model’s superiority in incorporating exogenous events\, with our risk-averse strategy outperforming classical approaches. Our strategy outperforms classical strategies by taking a flexible risk trading when investors face risk-averse behavior due to climate risk events. The findings presented in this article have important implications for the development of more resilient investment portfolios and can contribute to climate policy. \nPlease note that places are limited\, so registration is compulsory. \nTo participate we invite you to register here \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org

SUMMARY:FLM Research Clément Bonnet\, December 20th\, 2024
DESCRIPTION:Speaker: Clément Bonnet\, ART-Dev (UMR5281)\, Montpellier University\, Climate Economics Chair &  EconomiX Associate Researcher \nTitle: Circular economy : a conceptual clarification based on the sustainability criterion \nAbstract : The concept of the circular economy lacks consensus and remains vague\, often seen as an “umbrella term” or a bricolage of ideas (Blomsma and Brennan\, 2017; Reike et al.\, 2018). This ambiguity arises from its nature as a collection of means rather than an end goal (Nobre and Tavares\, 2021). Building on works by Boulding (1968) and Pearce and Turner (1990)\, this article argues that the circular economy was never intended as a normative concept. Instead\, its implementation should be guided by the principles of sustainable development\, balancing biological and technical cycles. The article distinguishes between circular economy strategies aligned with strong versus weak sustainability (Giampietro\, 2019; Velenturf and Purnell\, 2021) and critically assesses both paradigms. It proposes operationalizing circularity through the Safe Minimum Standards approach to preserve natural capital in a context of uncertainty\, irreversibility\, and non-linear ecological responses. \nPlease note that places are limited\, so registration is compulsory. \nTo participate we invite you to register here \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org

SUMMARY:FLM Research Filippo Maria D’Arcangelo\, January 24th 2025
DESCRIPTION:Speaker: Filippo Maria D’Arcangelo\, OECD Economist \nTitle: Carbon prices\, emissions and international trade in sectors at risk of carbon leakage \nAbstract :What is the effect of recent carbon price developments on domestic emissions and carbon leakage? In this talk\, we revisit a recent OECD working paper\, developing a comprehensive plant-level emission and carbon pricing dataset covering the cement and steel sectors in 140 countries. The new dataset reveals that carbon price asymmetries among trading partners increased by more than three times. We estimate the net effect of this rising carbon prices on domestic and trade-embedded emissions. To do so\, we trade shocks in renewable energy supply as an instrumental variable\, providing credible exogenous variation to identify the causal effect of carbon pricing on domestic and traded emissions. Results suggest that\, on average\, a USD 1 increase in carbon prices reduces domestic cement and steel plants’ emissions by 1.3%. For each 8 tonnes of emissions reduced this way\, we estimate that about 1 tonne is offset by carbon leakage. We explore economic and technology channels that drive these results. \nLink to the working paper  \n\nPractical informations : Our Friday Lunch Meeting will take place from 12.30 to 2.00 pm \n\nFLMs are held in a face-to-face format in the seminar room on the 4th floor of the Palais Brongniart\, 28 Place de la Bourse\, 75002 Paris. \nPlease note that places are limited\, so registration is compulsory. \nTo participate we invite you to register here \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org

SUMMARY:Special FLM Debate\, François Lévêque & Matthieu Glachant\, February 14th 2025
DESCRIPTION:Presentation: Delivered in French. \nSpeakers: François Lévêque & Matthieu Glachant\, Professors at Mines Paris PSL \nTitle: Survivre à la chaleur : Adaptons-nous \nAbstract: Temperature records and the increasing frequency of extreme climate events are causing significant human losses and extensive destruction of infrastructure\, production\, and ecosystems. Adapting therefore seems essential. However\, adaptation policies are often criticized for diverting efforts and investments that could be better used to reduce CO2 emissions\, or even for contributing to the rise in these emissions. Contrary to these views\, this book emphasizes that adaptation and mitigation are not opposing forces but rather complementary strategies: adaptation addresses immediate needs and provides local solutions\, while mitigation operates over the long term and benefits the entire planet. Drawing on concrete measures—such as air conditioning\, urban greening\, dikes\, and water management—the authors analyze their effectiveness and costs. They also show how public authorities can support these measures to avoid maladaptation and protect the most vulnerable populations. This book offers a compelling case for understanding adaptation not as a failure\, but as a source of hope. \n\nPractical informations : Our Friday Lunch Meeting will take place from 12.30 to 1.30 pm \n\nFLMs are held in a face-to-face format in the seminar room on the 4th floor of the Palais Brongniart\, 28 Place de la Bourse\, 75002 Paris. \nPlease note that places are limited\, so registration is compulsory. \nTo participate we invite you to register here \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org

SUMMARY:FLM Research Simon Finster\, February 21st 2025
DESCRIPTION:Speaker: Simon Finster\, Postdoctoral fellow at CREST (ENSAE and Institut Polytechnique de Paris) in the Inria group FairPlay. \nTitle: Equitable Auctions \nEnglish presentation. \nAbstract: We initiate the study of how auction design affects the division of surplus among buyers. We propose a parsimonious measure for equity and apply it to the family of standard auctions for homogeneous goods. Our surplus-equitable mechanism is efficient\, Bayesian-Nash incentive compatible\, and achieves surplus parity among winners ex-post. The uniform-price auction is equity-optimal if and only if buyers have a pure common value. Against intuition\, the pay-as-bid auction is not always preferred in terms of equity if buyers have pure private values. In auctions with price mixing between pay-as-bid and uniform prices\, we provide prior-free bounds on the equity-preferred pricing rule under a common regularity condition on signals. \nPlease note that places are limited\, so registration is compulsory. \nTo participate we invite you to register here \nTo receive invitations to the FLM\, present your works or unsubscribe from the mailing list\, do not hesitate to contact this address: flm@ChaireEconomieduClimat.org

SUMMARY:FLM Research - Junnan He\, June 20th 2025
DESCRIPTION:(Rescheduling of the FLM on March 21\, 2025) \nSpeaker: Junnan He\, Assistant professor at Sciences Po department of economics. \nTitle: Diversified Production and Market Power: Theory and Evidence from Renewables \nEnglish presentation. \nAbstract: We study the Colombian energy market\, where diversified energy firms strategically substitute thermal generation for hydropower before droughts. This withinfirm substitution\, due to thermal generators internalizing the drop in hydropower supply during droughts\, mitigates higher market prices. We show theoretically and empirically that these virtuous spillovers exist when thermal generators have market power but are severed when their residual demands are vertical or horizontal\, which attenuates a firm’s business stealing incentives. We conclude that industry consolidation can reduce prices if it promotes diversified production portfolios. Diversification can keep the green transition affordable by reducing the cost of renewable intermittencies. \nTo participate we invite you to preregister here \nLimited capacity: your registration will only be considered valid upon receipt of the confirmation form. SUMMARY:FLM Debate – Nicolas Goldberg\, September 19th\, 2025
DESCRIPTION:Speaker: Nicolas Goldberg\,Terra Nova & Colombus Consulting. \nTitle: La programmation énergétique au défi de l’électrification/Energy planning challenged by electrification \nPlease note that the seminar will be conducted in French. \nAbstract: While the share of electricity in our energy mix must double within the next 25 years\, electricity consumption is declining and hopes of a rebound remain weak. What are the consequences for our decarbonization pathway? For the pace of deployment of low-carbon energy sources and the financing of the nuclear fleet? As France is currently in a situation of electricity overcapacity\, can it really afford to forgo the deployment of new generation capacity? And what solutions are there to once again accelerate the shift from fossil fuels to electricity? \n\nPractical informations : Our Friday Lecture Meeting (new format) will take place from 12.30 to 2.00 pm \n\nFLMs are held in a face-to-face format in the seminar room on the 4th floor of the Palais Brongniart\, 28 Place de la Bourse\, 75002 Paris. \nTo participate we invite you to preregister here \nYour registration is only guaranteed subject to availability: if the capacity limit is reached\, you will receive an email informing you whether your registration has been confirmed or if you have been placed on the waiting list. SUMMARY:FLM Research – Thibaud Voïta\, October 17th 2025
DESCRIPTION:Speaker: Thibaud Voïta\, Conseiller au Centre Énergie de l’Institut Jacques Delors\, et co-directeur du MSc Management of Energy Transitions à Emlyon Business School. \nTitle:Building Decarbonisation and Affordable Housing in Europe – Can Local Governments Address Them Together? \nPlease note that the seminar will be conducted in English. \nAbstract: Buildings are central to Europe’s Decarbonisation and Housing strategies. They represent 40% of final energy use and 36% of emissions\, with most requiring renovation by 2030. The importance of building performance has been heightened by the COVID-19 pandemic\, which revealed poor ventilation\, the recent energy crisis\, which deepened energy poverty\, as well as the heat waves\, which are every year gaining intensity. Since the adoption of the Energy Performance of Buildings Directive (2010\, revised 2024) and the Energy Efficiency Directive (2012\, revised 2023)\, EU policy has increasingly integrated the social dimension of housing\, linking renovation with affordability\, energy poverty reduction\, and resilience of critical service buildings. In addition\, a new Commissioner in charge of Energy and Housing has been appointed\, and a Housing Task Force was established a few months ago. \nLocal governments\, however\, face significant challenges in financing\, planning\, and skill development. This presentation summarizes a report published earlier this year\, and identifies the key skills municipalities need—ranging from technical and financial capacities to “soft” skills in coordination and negotiation—while emphasizing the importance of digital tools\, integrated governance approaches\, and streamlined support mechanisms. Achieving Europe’s renovation goals will require stronger empowerment of municipalities and a major overhaul of investment frameworks.
