Adapting therefore seems essential. However\, adaptation policies are often criticized for diverting efforts and investments that could be better used to reduce CO2 emissions\, or even for contributing to the rise in these emissions. Contrary to these views\, this book emphasizes that adaptation and mitigation are not opposing forces but rather complementary strategies: adaptation addresses immediate needs and provides local solutions\, while mitigation operates over the long term and benefits the entire planet. Drawing on concrete measures—such as air conditioning\, urban greening\, dikes\, and water management—the authors analyze their effectiveness and costs. They also show how public authorities can support these measures to avoid maladaptation and protect the most vulnerable populations. We propose a parsimonious measure for equity and apply it to the family of standard auctions for homogeneous goods. Our surplus-equitable mechanism is efficient\, Bayesian-Nash incentive compatible\, and achieves surplus parity among winners ex-post. The uniform-price auction is equity-optimal if and only if buyers have a pure common value. Against intuition\, the pay-as-bid auction is not always preferred in terms of equity if buyers have pure private values. DESCRIPTION:(Rescheduling of the FLM on March 21\, 2025) \nSpeaker: Junnan He\, Assistant professor at Sciences Po department of economics. \nTitle: Diversified Production and Market Power: Theory and Evidence from Renewables \nEnglish presentation. \nAbstract: We study the Colombian energy market\, where diversified energy firms strategically substitute thermal generation for hydropower before droughts. This withinfirm substitution\, due to thermal generators internalizing the drop in hydropower supply during droughts\, mitigates higher market prices. We show theoretically and empirically that these virtuous spillovers exist when thermal generators have market power but are severed when their residual demands are vertical or horizontal\, which attenuates a firm’s business stealing incentives. We conclude that industry consolidation can reduce prices if it promotes diversified production portfolios. DESCRIPTION:Speaker: Thibaud Voïta\, Conseiller au Centre Énergie de l’Institut Jacques Delors\, et co-directeur du MSc Management of Energy Transitions à Emlyon Business School. \nTitle:Building Decarbonisation and Affordable Housing in Europe – Can Local Governments Address Them Together? \nPlease note that the seminar will be conducted in English. \nAbstract: Buildings are central to Europe’s Decarbonisation and Housing strategies. They represent 40% of final energy use and 36% of emissions\, with most requiring renovation by 2030. The importance of building performance has been heightened by the COVID-19 pandemic\, which revealed poor ventilation\, the recent energy crisis\, which deepened energy poverty\, as well as the heat waves\, which are every year gaining intensity. Since the adoption of the Energy Performance of Buildings Directive (2010\, revised 2024) and the Energy Efficiency Directive (2012\, revised 2023)\, EU policy has increasingly integrated the social dimension of housing\, linking renovation with affordability\, energy poverty reduction\, and resilience of critical service buildings. In addition\, a new Commissioner in charge of Energy and Housing has been appointed\, and a Housing Task Force was established a few months ago. \nLocal governments\, however\, face significant challenges in financing\, planning\, and skill development. This presentation summarizes a report published earlier this year\, and identifies the key skills municipalities need—ranging from technical and financial capacities to “soft” skills in coordination and negotiation—while emphasizing the importance of digital tools\, integrated governance approaches\, and streamlined support mechanisms. DESCRIPTION:The roundtable Clean Energy to Strengthen Energy Security organized by EMLyon Business School\, Paris Dauphine-PSL\, and the CEC as part of the Paris Climate & Nature Week (Sciences Po)\, addresses a major challenge of our time: recent energy crises\, characterised by price volatility and geopolitical tensions\, have underscored the importance of energy security for modern societies. The Russian attack on Ukraine in 2022 reminded European countries how heavily dependent they are on fossil fuel imports. It emphasises the urgent need to accelerate the shift towards local\, low-carbon\, and sustainable energy sources. \nThe clean energy transition\, through the adoption of low-carbon energy sources\, the acceleration of the electrification and measures to enhance energy performance and reduce energy consumption\, offers a direct response to this challenge: it reduces reliance on imports\, diversifies the energy mix\, and strengthens resilience in times of crisis. DESCRIPTION:Paris Energy Week (multisite) will take place in Paris from December 1 to 5\, 2025\, bringing together researchers\, policymakers\, industry leaders\, and students from around the world to discuss and innovate on the major challenges of the global energy transition at a decisive moment for the future of energy. \nTen years after energy was formally integrated into the Sustainable Development Goals (SDGs\, under SDG 7)\, the energy transition is at a critical juncture. The deployment of renewable energy is accelerating\, driven by major players like China\, which has helped reduce costs. However\, international policy developments threaten some of these advancements: major projects and subsidies are being canceled in the United States\, and several European countries are also reconsidering their support for wind and solar energy. At the same time\, access to critical minerals presents increasing challenges. Experts are also debating whether to prioritize electrification or energy conservation/sufficiency as part of decarbonization. Or at least the end of easily available and affordable drinking water? Until the recent droughts experienced in Europe and the United States\, global powers tended to view water scarcity as primarily an issue for poorer countries. However\, due to climate change and human overuse\, half of the world’s population is now exposed to shortages of this vital resource. Around the globe\, social tensions over water access are growing increasingly acute. Until recently\, water rarely made headlines. Yet\, its management should now top the list of the most critical issues. Solutions exist\, but governments have fallen far behind. DESCRIPTION:Please note that the seminar will be conducted in English. \nSpeaker: Romain Svartzman\, Research Fellow at Bocconi University’s Institute for European Policymaking (IEP@BU)\, a Senior Executive Fellow at SDA Bocconi School of Management. \nTitle: Price stability in the low-carbon transition: Taking stock and assessing the implications for monetary policy \n[Based on an ongoing paper written with David Barmes and Andrew Jackson] \nAbstract: The low-carbon transition – driven by policy\, innovation\, and behavioral shifts – will fundamentally reshape relative prices across the global economy. These adjustments can exert significant pressure on headline inflation\, particularly through volatile categories such as energy\, transport\, and food. Whether these shocks result in persistent inflationary pressures depends on their propagation through supply chains\, aggregate demand\, and wage-setting behaviors. This presentation will first take stock of the existing evidence regarding the links between the low-carbon transition and inflation. Such inflationary pressures may compel monetary policymakers to increase interest rates. However\, this could slow down the pace of the transition and amplify inflationary pressures related to climate shocks. This introduces a potential “inflation-green transition trade-off” alongside the traditional inflation-output mandate\, creating a complex intertemporal challenge for central banks. DESCRIPTION:Le modèle TiTAN du CGDD : l’approche technico-économique pour éclairer la planification de la transition écologique\n  \nInvité : Aurélien Stumpf Mascles\, Ministère de la Transition écologique\, de l’Aménagement du territoire\, des transports\, de la ville et du logement / Commissariat Général au Développement Durable / Service de l’Économie et de l’Évaluation / Bureau de la Transition énergétique et Solidaire \nRésumé \nTiTAN est un modèle technico-économique d’optimisation du système énergétique français. Il est développé\, maintenu et exploité au Commissariat général au développement durable (CGDD) et a été cofinancé par le CGDD\, la direction générale de l’énergie et du climat (DGEC) et France Stratégie. Basé sur une représentation explicite et détaillée des technologies qui composent le système énergétique (production-distribution d’énergie\, transport\, bâtiments\, industrie\, CCS)\, il permet de calculer la trajectoire d’investissement et d’activité la moins coûteuse\, à jeu d’hypothèses donné\, pour atteindre un objectif de baisse des émissions à long terme tout en satisfaisant la demande en services énergétiques. Il a vocation à éclairer la décision publique dans la planification de la transition vers la neutralité carbone.
