DESCRIPTION:Aligning Policies for a Low-carbon Economy\, Richard Baron and Virginie Marchal \nL’OCDE\, à la demande des ministres de ses pays membres\, a publié le premier diagnostic d’ensemble sur la cohérence des politiques publiques avec les objectifs climatiques\,  en collaboration avec l’Agence internationale de l’énergie\, le Forum international des transports et l’Agence de l’énergie nucléaire. \nCe travail ouvre un nouveau chapitre des politiques de lutte contre le changement climatique.  Il part de l’observation que nombre de politiques publiques sont\, de manière consciente ou non\, encore orientées vers une économie intensive en combustibles fossiles. Loin d’être neutres\, celles-ci peuvent nuire à l’efficacité des efforts de lutte contre les émissions de gaz à effet de serre ou d’adaptation. \nLa publication « Aligning Policies for a Low-carbon Economy » montre du doigt les défauts d’alignement et les signaux contradictoires dans les domaines d’action publique tels que l’investissement\, la fiscalité\, l’innovation ou le commerce international. Au niveau sectoriel\, le rapport se concentre sur l’organisation des marchés de l’électricité\, la mobilité urbaine\, et l’utilisation des sols en milieu rural. \nAvec ce travail\, l’OCDE et ses partenaires appellent chaque gouvernement à mener ce diagnostic dans leurs économies\, en mobilisant des ministères qui ne sont pas en charge du dossier climat mais qui\, par leurs actions\, influencent la capacité de nos économies faire la transition vers le bas carbone. \nOECD-IEA-ITF-NEA (2015)\, Aligning Policies for a Low-carbon Economy. DESCRIPTION:Evaluation d’impact du projet pilote REDD+ “Projeto Assentamentos Sustentáveis” en Amazonie brésilienne\, Gabriela Simonet (Chaire Economie du Climat\, Paris-Dauphine & CIRAD\, Montpellier) \nRésumé : Si la déforestation au Brésil a fortement baissé depuis 2004\, elle semble maintenant avoir atteint un palier qui ne pourra être dépassé qu’en adaptant davantage les politiques de lutte contre la déforestation aux problématiques des petits propriétaires terriens. Pour cela\, après avoir prioritairement déployé une stratégie de contrôle et d’application de la loi depuis 2004\, le gouvernement favorise depuis quelques années l’émergence de projets ayant recours à une approche plus incitative\, notamment à travers une grande diversité de projets REDD+. Dans cet exposé\, nous présenterons  les résultats d’une évaluation d’impact réalisée sur le projet pilote REDD+ “Projeto Assentamentos sustentáveis”\, localisé en Amazonie brésilienne. Ce projet combine des Paiements pour Service Environnemental (PSE) avec de l’assistance technique visant à promouvoir l’adoption de pratiques alternatives à l’abattis brûlis et à l’élevage extensif. L’objectif est d’aider les petits agriculteurs à se conformer au Code Forestier brésilien et à poursuivre la transition agro-écologique entamée il y a une dizaine d’années par le programme fédéral “Proambiente”.

DESCRIPTION:Carbon Dating: When is it beneficial to link ETSs? \nPresentation by Baran Doda (Grantham Research Institute on Climate Change and the Environment\, LSE) of his article written with Luca Taschini. \nDownload the FLM presentation \nAbstract \nThis paper proposes a simple framework to evaluate the economic advantage of regulating carbon emissions by linking the emissions trading systems (ETSs) of two jurisdictions versus operating them under autarky. The ETSs are linked if the permits issued in one\, and traded competitively across both\, can be surrendered against emissions in the other. The paper’s main innovation is in analyzing the sensitivity of aggregate and jurisdiction-specific economic advantage to the characteristics of the jurisdictions\, in particular the uncertainty affecting the benefits of emissions. We decompose the economic advantage of linking into pair size\, volatility and dependence effects. We show that when jurisdictions are ex ante identical and there are no tax distortions or sunk costs\, the aggregate economic advantage is always non-negative and equally shared. It increases in pair size and in volatilities of jurisdiction-specific shocks but decreases in their correlation. In other words\, there are only good and better links. With differences in ETS size the economic advantage is not equally shared\, and the smaller jurisdiction receives a larger share. That is\, linking partners may not value the link equally. When we additionally introduce sunk costs of linking\, one jurisdiction may prefer an ETS under autarky to linking even when aggregate economic advantage is positive. A similar conclusion emerges with unilateral tax distortions affecting international permit trade. In an empirical application\, we calibrate shock characteristics to the observed fluctuations in data from the world’s 20 largest emitters and document substantial variation in economic advantage and its components. \n

DESCRIPTION:The European Union Emissions Trading System and The Market Stability Reserve : Optimal Dynamic Supply Adjustment  \nPresentation by Luca Taschini (London School of Economics\, Grantham Research Institute) of his article written with Sascha Kollenberg (University of Duisburg-Essen) \nAbstract :The supply of allowances in the European Union Emissions Trading System is determined within a rigid allocation programme. A reform of the EU ETS intends to make allowances allocation flexible and contingent on the state of the system. We model the emissions market under adjustable allowance supply in a stochastic partial equilibrium framework and obtain closed form solutions for its dynamics. The model considers a supply control mechanism contingent on the number of allocated and unused allowances\, as suggested by the European Commission. We derive analytical dependencies between the allowance allocation adjustment rate and the market equilibrium dynamics\, which allows us to represent the quantity thresholds as quantiles for the number of allocated and unused allowances. Finally\, we present an analytical tool for the selection of an optimal adjustment rate under both risk-neutrality and risk-aversion. We thereby provide an analytical foundation for the regulator’s decision-making in the context of the EU ETS reform and give a novel perspective on the mechanism’s overall design. \n  \nRead this article here.
