The liberalisation of Europe’s electricity sector has been based on the principle of competition ‘‘by’’ the market. Another option would have been to favour competition ‘‘for’’ the market. After this market wave, Europe underwent a ‘‘green wave’’ that promoted renewables through off-market subsidies, thereby introducing many exceptions to the principle of competition – exceptions that have somewhat blurred the underlying message. This dual wave is the focus of the article.
