Abstract
Over the years, biofuel deployment was successively an agricultural support, an energy independence objective and finally environmental and bioeconomy issues, i.e. superposition of policies with complex interactions between heterogeneous stakeholdes groups (feedstock and biofuel producers, refineries, fuel distributors, end users, car manufacturers, government and NGOs). This paper aims to apply a participatory framework to assess the stakeholders’ support and to design implementation pathways for several biofuel options by 2030.
