Title: Circular economy : a conceptual clarification based on the sustainability criterion
Abstract : The concept of the circular economy lacks consensus and remains vague, often seen as an “umbrella term” or a bricolage of ideas (Blomsma and Brennan, 2017; Reike et al., 2018). This ambiguity arises from its nature as a collection of means rather than an end goal (Nobre and Tavares, 2021). Building on works by Boulding (1968) and Pearce and Turner (1990), this article argues that the circular economy was never intended as a normative concept. Instead, its implementation should be guided by the principles of sustainable development, balancing biological and technical cycles. The article distinguishes between circular economy strategies aligned with strong versus weak sustainability (Giampietro, 2019; Velenturf and Purnell, 2021) and critically assesses both paradigms. It proposes operationalizing circularity through the Safe Minimum Standards approach to preserve natural capital in a context of uncertainty, irreversibility, and non-linear ecological responses.
